Rift Valley fever mainly affects farm animals. But the virus can also infect humans, and South Africa has been experiencing an outbreak. The National Institute for Communicable Diseases reported two hundred twenty-five confirmed human cases as of July second. Twenty-five of the people died. South Africa launched an expanded program to watch for public health threats during the World Cup. Health officials said that there were no cases of Rift Valley fever in tourists. The majority of farms affected by the outbreak are outside areas generally visited by travelers. Most of the cases have been found in farm workers in two provinces: Free State and Northern Cape. Most human infections with Rift Valley fever are caused by direct or indirect contact with diseased animals. Infected mosquitoes can also pass the disease to humans. So can drinking unpasteurized or uncooked milk from infected animals. Most human cases of the disease are minor. Some patients do not get sick at all. Others may get flu-like symptoms such as fever, muscle and joint pain and headaches. Patients normally recover within seven days. But patients with more severe forms can go blind. Some develop encephalitis, a brain disease that can lead to headaches, coma or seizures. And some patients bleed to death. The World Health Organization says Rift Valley fever was first discovered in Kenya in nineteen thirty-one. In the year two thousand, it was identified in Saudi Arabia and Yemen. These were the first reported cases of Rift Valley fever outside of Africa. Current vaccines to protect against Rift Valley fever are limited to use in animals. But researchers are working to develop the first human vaccine. In a new study, scientists in the United States tested vaccines made with two kinds of inactivated virus. They said tests in mice showed that their new vaccines are safer than live-virus vaccines and appear to work just as well. Using live virus in vaccines can increase the risks. The researchers are at the University of Pittsburgh and the University of North Carolina. Their study appeared in the journal PLoS Neglected Tropical Diseases, published by the Public Library of Science. And that’s the VOA Special English Development Report. Democratic countries in the developing sector, such as Poland and South Africa, are losing out in the race for American export markets and American foreign investment. Dictatorships such as China or semidictatorships such as Indonesia are winning.
And the trend is growing. As more of the world’s countries adopt democracy, more American businesses appear to prefer dictatorships.
If trade and investment strengthen developing countries, then U.S. businesses may be weakening the very countries they say they most want to help.
These are the conclusions of a report recently released by the New Economy Information Service (NEIS), a think tank set up to gauge the effects of globalization.
"The democratic countries in the developing world are losing ground to more authoritarian countries when it comes to competing for U.S. trade and investment dollars," NEIS said.
"This finding," it said, "raises the question of whether foreign purchasing and investment decisions by U.S. corporations may be inadvertently undermining the chances for survival of fragile democracies."
NEIS compiled the report using U.S. government and World Bank figures on trade and investment. It borrowed political ratings compiled by Freedom House, a human rights organization that ranks countries as "free," "partly free" or "not free" based on the level of their political rights and civil liberties.
In 1989, when the Cold War ended, democratic countries accounted for more than half–53.4 percent–of all U.S. imports from Third World countries, not counting oil. Today, with more democracies to choose from, the democratic countries supply barely one-third–34.9 percent–of U.S. imports from the Third World, it said.
After the same decade, democracies got 28 percent of American manufacturing investment in developing countries, up from 26.2 percent when the Cold War ended. This slight improvement–1.8 percentage points– paled beside the 5.7 percentage-point growth in U.S. investment reported by dictatorships, especially China.
China, which ranked 18th among recipients of U.S. investment in 1989, is in fourth place now, ahead of long-established democratic partners such as Argentina and South Korea.
The NEIS report asked why dictatorships are outbidding democracy for the American market, but said it does not know. "We are left with as many questions as answers," the report said.
"Something is going on, and it’s worth pursuing," said NEIS Executive Director David Jessup. "We can’t say that U.S. businesses have an absolute preference for authoritarian countries. I doubt that the issue of democracy-or-no-democracy is on businessmen’s minds when they make an investment decision. But maybe it’s an unconscious preference."
Wages tend to be lower in dictatorships than in democracies, giving businesses in dictatorships an advantage on selling exports abroad. The investment question is more complex than that, Jessup said, but the report suggested a combination of factors–lower wages, easier environmental laws, bans on labor unions–that give dictatorships an edge.
Such rulers tend to be strong leaders who can provide quick decisions, deliver results and stamp out opposition. These qualities can appeal to many business leaders, who themselves operate in a non-democratic structure.
When Indonesia overthrew its dictator, Suharto, and installed a less authoritarian leader, investors tended to sit on their hands. One currency expert, Ron Leven of J.P. Morgan, was quoted as saying that "democracy is a desirable form of government, but it’s not necessarily the most efficient form of government."
There is an "amorality" here, said Thomas I. Palley, assistant director of public policy at the AFL-CIO and a member of the NEIS team. "Profits and morality don’t mix very well."
Palley noted that dictators, not having to answer to voters or a legislature, can often deliver investment incentives–such as tax breaks, freedom from environmental laws and a docile work force–that are powerful lures for foreign corporations.
But the U.S. government is part of the reason democracies come up short in luring investors, Palley said. "It says that, if you deal with these guys (dictators), you make them more open. This provides the moral reasoning that businessmen want."
The result is a boom in investment and trade with China in the interest of "engaging" the Communist regime there.

In this video members of the Durban Business And Professional Women’s Club visit Sheikh Ahmed Deedat at the I.P.C.I. (Islamic Propagation Centre International) to discuss matters regarding Islam and Christianity.
Sheikh Ahmed Deedat:
In 1986, the King Faisal Foundation awarded the King Faisal International Prize for SERVICE TO ISLAM, to a South African who is more or better known than many dignitaries in their own countries. This was the first time that this prestigious award has been awarded to a South African. The recipient of this award was a man totally dedicated to his faith and its propagation and who was not afraid to challenge any one to a debate to settle once and for all the matter, who has the good news right? He was none other than Sheikh Ahmed Deedat, reverently known and called UNCLE by those who hold him in high esteem and admiration.
The award came after a lifetime of struggle to propagate Islam and to defend Islam against the onslaught of the missionaries. Finally, he was given recognition by the international Muslim community that he deserved and focused more sharply the attention of the Muslim world on the most important aspect of his work, the challenge to propagate Islam. This was his life long ambition to focus the Muslim world’s attention and resources on the propagation of Islam, and at last he succeeded. What a moment of jubilation, achievement and personal gratification for Sheikh Deedat the award was, a turning point in his life.
Sheikh Deedat did not have much formal schooling, but he was self-taught through experience and a penchant for reading, debating, discussion, and a profound sense of commitment to a mission and goal. He was driven and goal oriented. He was focused and never let up until the job was done. He was sharp, perceptive, forthright, fiery, and daring in his challenge of those whom he debated, particularly against those who equal his missionary zeal and sense of audacity. Formal schooling did not destroy his creative prowess, his tenacity, ambition, drive, and sheer daring to swim upstream.
Sheikh Deedat was more a scholar of the Bible than the Qur’an, and was more familiar and adroit with its teachings. He had an insight and perspective of the Bible which made many Christians he came into contact with rethink and re-examine their faith, particularly those aspects of the Bible and the Qur’an that deal with the divine mission and life of Prophet Jesus.
On May 3, 1996, Sheikh Ahmed Deedat suffered a stroke which left him paralyzed from the neck down, and also meant that he could no longer speak or swallow. He was flown to a hospital in Riyadh, where he was taught to communicate through a series of eye-movements. He spent the last nine years of his life in a bed in his home in Verulam, South Africa, encouraging people to engage in da’wah. He continued to receive hundreds of letters of support from around the world. During these years, rumors spread throughout the Internet that he was already dead, and even some websites that contained his pamphlets mentioned as early as 2002 that he was dead.
On August 8, 2005, Ahmed Deedat finally succumbed to his prolonged illness and died at his home in Trevennen Road, Verulam in the province of KwaZulu Natal.
